Operating Guidelines Committee Meeting Summary

Attendees:    Bill Bailey, Will Berson, Donny Browning, Lucille Collins Rahn, Judy Jennings, Larry Keegan, Dave Kyler, Teri Leffek, Doug Plachy, Morgan Rees, Chris Schuberth

 

Assess Guidelines for Possible Revision

        The group decided to recommend to the SEG that the Communications Committee be disbanded and the Operating Guidelines Committee take over the Communications Committee’s responsibilities.  This was proposed because the Communications Committee has not met in several years and most of that committee’s functions are and can be executed by the Operating Guidelines Committee. 

Revisit Mitigation Brainstorming 

            The group decided to recommend to the SEG that the mitigation brainstorming sessions previously recommended be stopped as the effort has reached its limit at this time.  The group continues to recognize the need to discuss mitigation and proposed the following option: 

·        A separate session, either near the end of or after the SEG meetings, to begin more detailed discussion of the possible mitigation ideas proposed to date.  Included during these sessions could be presentations on ideas proposed to gain a better understanding of the advantages and limitations of the ideas.

 No definite decision was made by the group on this item. 

Peer Review

             The group made little progress on the subject of peer (external) review.  Doug Plachy of the USACE did distribute a document (posted on the web site) detailing the internal and external review currently slated for various studies of the proposed harbor deepening.  In the hopes of making progress, the chair requested that those who continue to have concerns on this subject submit to Larry Keegan suggestions for solving their concerns.  The group will not meet again to discuss this subject until such constructive criticism has been submitted.
