3 June 2003 Economic Working Group Meeting Report

The Economics Working Group met on June 3, 2003, at 2 PM in the Georgia Ports Authority Administration Building.

Attending were:

David Kyler, Larry Keegan, Morgan Rees, William Bailey, Will Berson, Keith Parson, Lucille Collins Rahn, Sabrina Clark, Russ Webb, Douglas Plachy, John C. Snedeker, Wesley Bushnell, Jeff Morris, Laura Knight, and this writer - Judy Jennings.

Bill Bailey made a presentation about how the Corps plans to quantify environmental impacts of harbor deepening in the EIS. He presented a handout which is attached. He requested the committee contact him with any suggested additions or revisions to the handout. Laura Knight, a Ph.D. student at the University of Georgia, introduced herself and gave a brief description of her dissertation work on developing a decision making tool for infrastructure projects such as harbor deepening.

Dave Kyler initiated a discussion about potential ways to assess environmental impacts associated with landside development and economic activities that are concurrent with ongoing and future harbor operations. Sabrina mentioned several models for economic valuation of environmental impacts.
