19 Feb 2002 Economic Working Group Meeting Report

A meeting of the EWG of the SEG took place on Tuesday, Feb. 19, 2002 @ 9am. The meeting was held at the offices of Lockwood-Greene Eng. in Savannah, GA. Those in attendance were as follows:

The meeting was called to order @ 9:15am and the agenda items were agreed upon. They were as follows:

(I) Set order of discussion of the remaining White Papers.

(II) Natural Resources Eval. Forum Agenda

(III) Finish discussion of Fleet Proj. White Paper

(I) The order of discussion of the remaining White Papers was set as follows.....

(a) MultiPort Analysis

(b) Other Economic Factors

(c) Data

(d) Base Year

(II) Dave Kyler began the discussion of the proposed NR Evaluation Forum Agenda. It was noted that if we gather speakers for this forum and plan it correctly, it will be beneficial to open it up to a wider audience. Dave Kyler stated that he envisioned this as a 2 day event. The first day to be of an educational nature and the second day to be more of a Q/A session that will incorporate the SEG and Harbor deepening project. All joined into the discussion and the final consensus was that it should be a two day event....first day to be a theory session and the second day to be Q/A with port application; as proposed by Mr. Kyler. Initial inquiries as to proposed co-sponsors was to go forward. The date was tentatively set at Jan. or Feb of 2003. It was also agreed upon that this proposal be taken to the SEG for that body to give guidance. The construction of a potential speaker list and co-sponsor list was to move forward. Judy Jennings asked Dave Kyler to continue and to report back to the EWG.

(III) Fleet Projection White Discussion continued. This discussion began at 10:55am.

Assumption(G)- FORCAST METHODOLGY IS SAME FOR WORLD FLEET & SAVANNAH FLEET.

Morgan Rees and Terry Stratton continue to investigate the validity of this assumption. This will be discussed further at the next meeting. Nothing has been gathered to validate this at the present time.

Assumption(H)- FLEET OVER CAPACITY WILL BE REDUCED.

Discussion ensued among all participants and data and ideas were exchanged. EWG agreed with this assumption in principal. To further clarify this assumption, refer to the language of Assumption "F".

Assumption(I)- REPLACEMENT VESSELS WILL BE 15% LARGER THAN SCRAPPED OR RETIRED VESSELS.

Morgan Rees and Judy Jennings beagn the discussion. It was asked if this needs to be recalculated and if this assumption will carry on to future sizes. Main constraints of increased size is power to move larger ships. EWG agreed that as decision- making process grows closer, update and/or recalculation of data will be needed to validate this assumption.

Meeting was adjourned @ 11:34am and a tentative date for the next meeting was set for Wed., March 6, 2002.
